Kelly, Gallego Reintroduce Bipartisan Canadian Snowbirds Act to Boost Arizona Economy, Tourism
This week, Arizona Senators Mark Kelly and Ruben Gallego reintroduced the Canadian Snowbirds Act, bipartisan, bicameral legislation that would allow Canadian citizens to stay in the United States for up to 240 days a year, nearly two months longer than current law allows. The bill supports Arizona’s economy by encouraging extended stays from Canadian visitors who already contribute nearly $1 billion annually to the state. The bill was reintroduced with Senator Rick Scott (R-FL).
“Canadians have long been an important part of Arizona’s economy by owning or leasing homes, supporting local businesses, and spending their winters in our communities,” said Kelly. “Extending their stay isn’t just good for families, it’s good for Arizona’s economy, especially in areas that rely on tourism. I’m proud to work across the aisle to make this happen.”
“Canadians who spend part of the year in Arizona aren’t just visitors—they’re neighbors who contribute to our local economies and communities. This commonsense, bipartisan bill strengthens the US-Canada relationship, boosts local economies, and protects our workforce and public benefits,” said Gallego.
The Canadian Snowbirds Act of 2025 would:
- Extend the annual stay limit for eligible Canadian citizens from 182 to 240 days.
- Maintain current tax treatment for these visitors as nonresidents.
- Prohibit access to public assistance or employment while in the U.S.
- Require Canadian retirees to maintain residence in Canada and either own or lease in the U.S. during their stay.
